Could be a "dropped letter", but more likely a "filled die" and "lamination" combination.

Grease filled die is the more likely explanation. Interesting fact; every 4 digit on the master dies is different on the Lincoln cent from 1940 to 1949.

When working with drop letters or numerals, we must remeber that since they are raised on the die, they will be incused on the coin. That looks more like the aftermath of a strike through that has dented the die itself.

In this case the photo may not show that this appears to be sitting on-top not in a depression or in a dent?
