I would say no. I see this all the time on Steel cents. I'm not sure what causes it.

Hi,
This cent may be re-processed. That means that after it circulated for awhile, it was replated. There were many companies that did that so that they could be sold in little sets of coins. They were prettied up a little bit, so to speak.
The replating was done outside the mint and almost everyone that I've ever seen, has a doubled appearance that is the result of the re-plating process.

I do think your correct. The flow lines jump out at you. A normal flow line wouldn't.
