My membership dues are taken out of my paypal account automatically every September, as is the case this past September. Yet, my status on the site is registered user. Can someone fix this?

I have similar problem but I'm locked out of PMs. It says that I need to delete some PMs before I can send any, but even after deleting them it says the same error message.
