These are remnants from a die clash. The dies came together without a planchet in between and left an impression of each design on the other. It's one of the more common mint errors you'll come across.
If that is so how do the lines from the obverse go behind the pillars of the reverse?
The raised part of the coin is a cavity in the die. You cannot make a dent in thin air.
