To me it looks incuse??? If It is, since it's inline with the damage on the neck I would say PSD!!!
Luckily, I kept the coin so we can continue. It was not incuse; but a relief, as you can see in this new pic I took using an external angled light source. However, I think makecents was right, as I decided to apply some pressure to the area using a plastic object (pen) and the anomaly is almost gone as can be seen in the picture showing the result. I think the pressure expelled the gas from the blister.
