In 1982 Mexico defaulted on debt, then the currency started to devalue faster, I think later they did something like a reverse split 10-1 or 100-1 devaluation.
I wonder if that was a reason why in 82 they might have been making coins worth less than the effort to make them, I wonder if that explains this mistake.
At least two scenarios I can think of.
1) Take a 1982 die and pull a "Back to the Future " to 1981. Late production of 1981 they ran short of dies to complete their quota? What's a mint official to do to do. Take one already completed for 1982 and hub it with a 1981 date?
2)Or..... in 1982, take a left over die from 1981, and hub (much lighter) with the 1982 working hub. I think this might produce an effect where the 1981 looked stronger on the coins.
However it happened, this is one neat looking coin.

If they had a bad economic situation I would think they needed to save money at the mint, thus -reuse the dies anyway possible. JMHO.
