    Curiosity got me to look through nearly a whole tube of VDB's and just from this limited exam. I found a number of coins with one or two dots missing (not because of wear) and several with all three missing. Clearly, the dots get clogged easily. I'll post a picture of a very clean all three missing coin if needed for analyses.

    From a quick glance of the obv, it pretty much looks like a normal 1909.

    Can barely see the dot in your close up... Only because I can compare it with your full rev image Nice looking coin!!!
