You can see corresponding damage on the T and the rim, so it seems likely that it was damage.

That was definitely neat.
But it seemed suspiciously too symmetrical to be random.
I thought maybe a retained wire clip of some type where the top was stuck in the cross of the "T"
I guess it could have been done on purpose but seems like a lot of work. I think it was just random damage that just resulted in what you see though. There looks to be some decent wear since it happed too, so I wouldn't think someone would go through all that trouble just to put it in circulation.
