Answered: 1979 D MM issue.
The MM (D) is plugged with metal, I think from the mint process.
-Is this a die chip right in that spot?
-How is this called?
-A collectible error?

It is a die chip inside the mint mark. Some people might collect them but there really is no premium for these.

I've found the filled and smoothed over mm before but didn't think about it being a smoothed over chip. Cool find Adrian!

On the die the mintmark center or centers of any letter like the centers of the B of liberty are like a little stub on the die. If that little stub snaps off you get a filled letter or mintmark or date.

I could not detect the RPM on mine, too much PSD. I'll check that coin again for the rotation...

The link I gave you was not to a RPM but is a split in the lower serif as a result of a broken MM punch... That split has fooled a lot of folks into thinking it was a RPM!!!
