I'm not for sure what area you are talking about but the date looks like it has die deterioration doubling. link(http://www.lincolncentforum.com/terminology-list-d/#Die Deterioration)

Can you get some close up pics of the date and LIBERTY?

I think that is some very thin copper plating collapsing as the zinc "dissolves"(electrolysis?) inside the devices.

If you are referring to the date, no, it isn't a doubled die. The overall size of the numbers is normal and the "lines" you see on the devices are contained within the entire way around. On a doubled die, there would be an offset in one direction. It is a plating issue.

    Thanks for the additional images.
Looking at those I have to revise my assessment and agree with Will about plating issues.

(Just conjecture here but I'm wondering about whether low striking pressure might play a role? With low pressure the metal doesn't completely fill the letters in the die face. The fields around the exterior of devices would remain flat but it seems like the interior of the devices might exhibit pressure ridges that remain visible if the metal doesn't fill the letters.)

Fairly nice pics... Looks like the letters have collapsed due to the zinc core corroding away... That happens a lot on the 80s frankenzincs... The plating gets small split or pins holes and the zinc starts dissolving!!!
