Excellent find... We know by the planchet it is at earliest mid 1982... By the rev inits it is no later then 1988... I can not tell the details of the bow tie but we could narrow it down even further!!!

Probably everything changed a little bit in mid 82 from small date 82s on and then the tie changed again in 86.
