If you are referring to the curved raised area that appears to be some type of die damage or scrape.

See if you can get us a clear shot of the rim to the head where the crack starts.

Your pic also shows a flat spot in the hair where it's barely struck.
That is because the die is deep there so a lot of strikes don't get the metal to fill that part of the die, also the reason that the reverses are often weak around OF or EPU the same way a design is weak on the side opposing a cud, the void of the bust acts like a cud because metal has a place to go so it has less pressure to fill the design on the opposing side.

Did you check out the link? There are not any that match your 1991 P in the listed Spike Heads. I think it makes it to the rim but you need to mess with it for awhile and get a pic that shows it better and then send it to JC at CUDS ON COINS. Follow the directions as far as subject line and how big the pics should be and send it to JC. Link to how to send an attribution. Thanks Ed for the explanation about the weak reverse in that area. I have meant to ask on multiple occasions but never have. That makes perfect sense though. You Da Man!!

It does look like it may reach the rim... Your arrow in the follow up pic is covering the crack I think??? Sometimes light from a different angle can make the crack show up much better!!!
