I think just a very well placed and symmetrical beginning of corrosion (zinc rot). The Rockwell test looks to leave a much more pronounced (as Error-Ref refers to it, dome shaped) protrusion.
I'm in with the lucky gas bubbles... According to Error ref the hardness test is performed on the planchet (before the strike) so it would be incuse on the coin!!!

I thought it was a test on the planchet, so that would be an incuse anomaly on the coin right?
Sorry, I thought the test was made into the planchet too but then was reading the part IV of the Rockwell test. It's just below what I posted earlier. I was confused because I know I didn't come up with that on my own.... Use this link and scroll down to part IV: Rockwell test mark left in Die. That explains why I thought it protruded which is does in this case. The pic they show of the reverse looked raised to me too, I guess after reading that, that was all I could see.
The test was used on both the planchet and on the die as described in error-ref.com and pointed out by Jon.
But the surface looks a little bumpy, so I'm wondering if it might be a well placed blister.

Yeah, sorry about that. I had myself confused because I knew I had just read that before posting! Went back to find it and it wasn't there, thought I was losing it!
Thanks Jon! Yep, the tests were done on the die too and you were right! Sometimes I'm bad about finding an answer and not reading to the bottom of the page
