Certainly seems the most logical.
Or PSD. Don't know of anything in the minting process that could cause this.

In your 3 close ups it looks incuse on the north half and slightly raised along the south half... Follow the anomaly in line across the neck toward the hair and there appears to be the same but reversed... To me I would think a hit (PSD) by something that displaced a little metal and happened to twist slightly at the same time... The twist caused the anomaly to change direction where it leaves the beard and goes across the neck and to the ear... The pivot point looks to be where the anomaly exits the beard as it appears mostly flat in that area!!!

I've found that linear plating blisters are usually tending to run parallel to the roller lines of the coin , which this one seems to be. Foriegn material on the rollers or just plain dirty rollers probably left a mess that prevented the bond of the copper plating in this area.

So sad ... My reverse consumption engine was a broken fuel gauge ... gonna look at coins now. John
