Looks like a doubled eyelid but I cant find a match for it. Maybe a new one?? PCGS MS65RD
Im sure you can get it cheaper. I just picked a 38-S FS-502 off him last night for a $20 offer. I know...I know. I dont know why I keep picking this RPM when I have so many. My goal is to sell them, I think, to get a PCGS labeled one...lol

Based on the picture, it could be a doubled eye. I don't think I would bite without better certainty.

At first glance, I thought the same thing. But something about the secondary looks rounded instead of oval. (A die dot close to the eyeball maybe)
There are plenty of other "dots" all over the obverse which makes me wonder if this might be a strategically located one.

That coin is a $4 coin in that grade. Slab adds $22 so it's worth $26. 4 extra $$ for a possibility that could also be a piece of lint on coin... Hmm for me pass...
But I don't do double dies.. So why did I look???????
