    Dropped Letter/Number?

    Hey Friends! It been a long time since I posted a cent. Life has been crazy busy and I haven't made time to search. I picked up 5000 wheats to go through this week. This guy was in there. Do you think it is a dropped "1"?

    A dropped letter should be incuse, should it not? This looks like either misplaced metal or a coincidental die chip that this year was common for.

    I agree that this is not a dropped character/number. Since the little flap has the raised portion of the 9 on it, I am inclined to believe this may just be a small lamination peel.
