Found this and couldn't find any info on the internet about it. Have a 1969 with July 20th and stars on it. I found out what that was all about but nothing on this coin! It's obviously a Virginia stamp but still nothing.
"Thousands of coins were post mint overstruck with state outlines and they were parts of sets. They are pretty common, but still nice to find. They can encompass most dates but there were many sets made to commemorate the bicentennial in 1976. You have the Virginia stamp. Only 49 more to go!"

I don't think yours was from 1976 tho... It is a 1980... Cool coin... The rev side is most likely damaged due to the stamping process... Here is some info on merchant counter stamps http://www.exonumia.com/art/cma.htm That should help a little in the future!!!
