Working Die deformity?

The 1939S RPM1 copies all seem to have some sort of deformity on the date and mint mark. My first thought was slide MD, but now I am not so sure because it is so prevalent throughout all stages. It appears on all the copies that I have seen, much like what is on copies of the 1928-S RPM-3 [on the 9 and the mm] though it doesn't appear on all of them like it does with this variety.

Just wondering what caused it and what is it called.

Can't be sure, but I suspect it is from polishing of the die in and around the devices.

I've seen that effect on multiple years, especially on the MM, but can't recall any specific years at the moment.

I'm wondering if the "slide" on the SE of the date & MM might also be the result of a loose component of the minting equipment that allows the dies to shift slightly and consistently in the same direction each time, which would be consistent with MD. (Especially since it seems to be in all stages.)
