looks like a rpm guess it would be miner it dont match any on coppercoins if it is a rpm

If were talking about what's under the top serif, It's a damaged punch. There kinda common on 88-89's. The stuff to the East is what I call die fatigue...I'm sure someone else will chime in on a better name for that! Anyways I'd toss and go for the next......
