From the photo alone I would have to say post-mint damage although I couldn't be sure without having the coin in-hand.

Whatever it is, it is raised to about the same height as the "s." Will find it and see if I can get some pic's at different angles.

I am using a celestron handheld digital microscope I got from WalMart online for $99.
