Well this looks kind of weird and I've never seen nothing like it before..Im just wondering is this hair trails ? lol Its a 1986P.

Most likely an attempt to hide die clash remnants is usually the case. Do you see any clash remnants on the reverse?

Yea ,there is a light clash on the reverse..So that could be it..
