It's hard to read the coin b/c the frame is small and the color is not right.
Try shooting it at a wider angle then maybe I can help you.

I have a few examples of this one from my searching. I studied the coins for quite a while and from what I'm seeing unable to match up to any areas of the design. Therefore, I have dismissed it as most likely some form of die damage from an unknown source.

Oh drats! I was hoping it was a new variety because we need a new 2003 for someone to attribute so we can start looking for them. It appears to be a fairly nice coin so I would hold onto it until I was very sure it isn't a new variety or error coin.
