I don't see it as a "blank". It appears to be a 2009 that is either severely abraded (not likely); struck through grease or something else; or a garage job. It would be helpful to know the weight. It may be a weak strike.

It appears to be a blank cent planchet that avoided the actual striking of the dies. If the weight is about 3.2 grams it is a copper planchet, if weight is about 2.5 grams it is a zinc planchet. The width should be about 19mm for either. If it is not one of those combinations then it could be a blank for a different coin.
I have a few of these, one is a in a cellophane with a 2004 P cent that was minted at the same time. The remainder came from trades or in bulk purchases. I have yet to find one in a roll of coins.
As far as I am concerned these are collectible. Value? whatever someone wants to pay for it.

Weight would help determine composition,but these are collectable.They sell for $3-$5 on eBay. I've found only one in my searching.Nice find !

Blank or planchet; there is a difference.

A blank is a cut piece of metal that is in the basic shape of the coin. A planchet is the same cut piece of metal, but it has been milled so that rims are formed. The last step in this process is to have the planchets annealed (softened). The planchet, which was the blank, which was the strip, which was the bar is now ready for the coining press.

In this case, the item post is a cent planchet.

PS - to refer to this as a blank planchet is sort of confusing. A better term is an unstruck planchet.

It is a type 1 planchet. A type 2 has the rims upset: run thru a machine that thickens the rim by reducing the circumference about 1/64 of an inch. Congrats. there are many coppers but the only unknown year is 1943 (steel).

I got 1 at the surplus store getting fish bait...its blank with no trace of being struck,oh bye the way its a copper zink lincoln

Pre-plated copper unstruck planchet... Just awesome it has survived this long unnoticed... 30+ years!!!

That's the full/correct weight for a copper/bronze planchet. So it certainly is not a garage job and it can't be a 2009. So I was wrong in my initial opinion. Congrats on a nice find.
