1998 D Missing the "I" in Liberty, & possible DDO?

This penny is very strange, is this plating error or DDO?
Also the "I" is missing in Liberty

Look like it was struck with a Brocken die. The obverse looks like MD to me from the pics. A neat coin having the eye look like a ghost. Great find

The "I" in LIBERTY looks like a ghost... I think it is a grease filled die that caused the "I" to disappear... The rest looks like die deterioration... Since INP I hope some of the other pros chime in!!!
