It is not an RPM. Mintmarks were not punched into the dies after 1989. This is another example of split plating.

1992-Ds and 1994-Ds with Plating Split Doubling (PSD) or Die Deterioration Doubling (DDD) are often identified as RPMs or Doubled Dies. As Bob states punching of the dies with mintmarks ended in 1989. They are often naked eye obvious and I can understand why a beginner would think they found something. It takes time to learn all these quirks - keep up the hunt and post your finds!
