I found this one tonight. Looks like 1DR-003 to me.

Looks good. You may be right on the designation. Nice extra thickness of the design elements. The FG sure appears to be the same as the coppercoins 1999D-1DR-003 with the F looking like it is filled. Bob will probably take a look at this one and have a reply.
Thanks guys. It does have the marker at the D of UNITED, but I couldn't get it to smile for me:D I would've taken a pic of STATES but it's just about polished away.

I agree with your attribution. It is DDR-003. The F of the designers initials is one of the primary markers for this coin, so Steven hit that one on the head. Congrats on a very difficult find. This one is missed by many collectors.
