I've seen a few of those posted with no real explanation. There may be some old threads on here with that circle but I wouldn't know what to search for.
I haven't seen that exact one, but Billy Crawford lists some of these "ring" anomalies in his catalog. Their cause is a mystery. This is a nice one, and I don't recall seeing it. I'll have to check Billy's book when I get home.

The aliens playing around again... LOL... There is some speculation that these are lathe lines but I do not think there has been a definitive explanation as of yet... A nice find and a keeper for sure... There have been several posted on here but I can not remember by whom... Maybe Bob, JC, BJ or Mmike will chime in!!!

There's that ring again. Nobody knows what they are are how they got there. I don't think Billy actually lists them, as much as he lists the doubled column die that a couple of rings showed up on.

Yep....here's that critter again. You won't find it on coppercoins because it is not a doubled die. Billy does list a doubled die (doubling on column 7) that has this ring as a marker. There are 4 known 2004 reverse dies, 1 1998 Obverse die, and 1 1999 Obverse die that all have this ring. No one knows what caused it. As mentioned, this anomaly has been posted here on the forum a few times before.

I have found about 5 of these and just marked them as Die Rings #1 & #2 and filed them away. I found one of the 1988's also with the die ring on the obverse.
