This one overlays well with 021. You can see the serif inside the D. What confuses me is the little curve off to the west.

Intersting. It might just be a die gouge. On the other hand, it might not be 021. I'm not see the secondary MM above the primary MM. You say the date and MM are exact on the overlay matching 021? If thats the case, you might have a LDS or VLDS 021 where the secondary MM has worn away while at the same time a die gouge developed on the west side of the primary.
Just some thoughts.

It is a later die state. The die scratches do match. Interesting find.

I am almost positive it is the 1960D-1MM-021. I can tell by the scratches run through the date. They match up with the scratches pictured on coppercoins. And the mintmark position looks right. The only thing I don't get is the curved tail on the bottom left of the mintmark. Is it debris?

The curved portion is not debris, must be a die chip or something. I'm pretty convinced this is a 021.
