1995 multi struck?

First one of these I've found in god we trust upside down on obverse god sideways on face . Reverse has an upside down 977 an another 9 in in front of that and a upside down liberty there is more but key board messing up.

It was sandwiched between two coins in a vice or a press of some sort. The big give away is the rims won't have incuse lettering as we see here. Another problem is the way the upper portions of the devices on both sides have been smashed. A brockage error won't look like this.
