This is not a very common Double Struck Lincoln.

This is a 1996-P Lincoln Cent which has been Double Struck and the 2nd strike is Off Center about 75% at K-12. The Reverse on the second strike is quite dramatic, Note: ONE CENT!

This coin shows Two Full Dates on the obverse.

Roger,

Everyone here know's that Joe has a key to the back gate to the mint. He simply digg's or shovel's the reject Cent's out of the Hopper that is suppose to go back to be re-melted. That's my Theory and I'm sticking to it. Does Walmart make duplicate key's?

Hi CCC:
I also think that "Joe" is just the alias for the current director of the mint - whomever that is!!!
