I think it is post strike damage.

Since the 4 appears to be flattened as well, I agree with Will. Saw this earlier,but figured it was meant for Simon:tinysmile_hmm_t:

Coin has corrosion and may have been replated at one time. I agree that it could have easily taken a hit and was scraped at some point.
Looks like early die fatigue the dates and mint marks start to ware first on steels cents the working dies get hell when striking these coins

Does the top serif have any splits?
