Alright so I just had a few cents laying around and I grabbed my loupe and kinda noticed something different with this 1983D and im not 100% if its just damage or rpm? and on the reverse this bubble like thing?

Looks like the remnants of a ruptured plating blister.

No. Plating defects are pretty common on copper plated zinc Cents.
