Struck thru And Machine Doubling?

Ok so I found this 1994 P Struck Thru about 2 months ago and I pulled it back out today for a close look with my 30x loupe and noticed the 4 in the date looked Machine Doubled or is it Double Die? The Rim is also doubled has the crease in it.

Also is there any way to get rid of the black gunk on the coin without damaging it?

The Closer I look at it I see Machine Doubling or Double die in the * In God We Trust* hard to get pictures of it tho.

Its not a doubled die on the '4'. Lots of other things going on but I can't tell with the pics

I think its just machine doubled its on the inside of the 4 in the first picture. Its like that on several spots on the coin.
