This is a 1999-d memorial..
Looks almost exactly as the 2006-p extra earlobe..what you think..
I pushed on the mark and it did nothing so i don't believe it is a bubble..

I don't know. I think it might be a bubble.

Sometimes bubbles can be tough to flatten. If it isn;t a bubble, it could also be die damage. It could also possibly be a doubled die, but you would definitely have to send it in to determine that. Can't get a good exam from the photos. Good luck!

It looks too close to not have it inspected

Based on the pics it is difficult to say yes. It would need closer examination.

Looking forward to the update on this one :) I will never try to pop a bubble again with a toothpick. I tried it on a coin, the toothpick slipped and scratched the coin. Luckily it was not a variety/error after all.

I don't like the toothpick idea either. At best, you'll make a small mark on the anomaly.

I'm leaning towards no, but why not send it in? Also, I seem to recall a 1999 doubled ear surfacing a few years back. Listed in the authoritative lincoln cent reference by wexler/flynn. That, I believe, was from the Philadelphia mint.
