Best I can tell form the photo (need more close up), LIBERTY has either machine doubling or light doubling. Picture of the reverse might tell more.

If you are referring to the "TY" of Liberty it appears to be machine doubling.

Machine doubling on a master doubled die....fairly common, but in nice condition.
