That is a very interesting coin, Chuck. It shows strongly on the whole west side of the bust too. I am having a hard time definitively attributing the doubling to anything, quite frankly. Though, it has a similar look to the "doubling" I've seen on some sand-cast counterfeits. I'll await others input. Bob can tell us if a class 4 can even look like this, and I would PM Mike Diamond to get his view too.

This looks like a minor example of a "rippled" coin, a type of alteration. However, I can't be sure without a close examination.

Very interesting to say the least... Looks to me as if the die was loose and had an over pressure strike... But Mike is most likely on the correct rail of this one!!!

The enlarged photos reinforce my original impression that this coin was altered outside the Mint. Here's a photo of a much more severe case:
