1988 D missing L in "LIBERTY"

I came across this penny in my pocket change and was wondering if there is any significance to the "L" missing in "Liberty" or what type of error this may be. Any help is very much appreciated :)

Strike thru for sure but I also think it is associated with die wear... There appears to be a ring formed around the coin!!!
