Going by the shadows, it appears to be incuse, so I would venture to say it was struck-through something.

I think Will is correct... It appears to go over the top of the letters... If it was a die ding it would appear to be under the letters!!!

Sorry for the long delay. I was distracted, but now on further inspection it is definitely incuse. Enamel7, thanks for your observation because I thought it was raised also until I looked at it from a very small angle through my loupe.

The trick to tell this on a 2 dimensional photo is to look at the shadows.
