Is this just another example of Machine Doubling?

That is textbook machine doubling.
1. Flat and shelf-like
2. Cuts into the normal size of the devices
3. Shows in the same way on both the mint mark and date (Since the mint mark was added to the die after hubbing, this is a strong indicator of MD.)
