I'm guessing RIDB? Not my strongest area but doesn't look like the normal lam.

A 1983 cent is copper plated zinc and as such I believe will not have a lamination.
This is a die crack
a retained interior die break would need to be a mass that stayed in place. a RIDB would be the die breaking and staying yet moving .. but staying in place
this has a " crack" look and not a mass look.....
