Tried to find an answer in the Glossary. First time I have noticed this on a Mint Mark. The rest of the devices on the obverse are normal.

It may have been a partially filled die, but it mostly just looks like a weak punching to me. Pretty far off to the right also. Must have been a newb punching dies that day.
