Here is a 1999 Lincoln cent I have. It is a die chip which I would label as an error because it happened after the die was made...and is basically damage that can change throughout the life of the die.

Your error is a II-F-3 "IIB" a Lincoln Cent with a Die Break "Chip" between the I & B in LIBERTY. It would be a new listing in the Lincoln Cent Die Breaks Called “BIE” section on the Cuds-on-Coins WEB site. Nice find! BIE errors are an uncommon find on Zinc cents in my experience. Much less common than on Wheat cents anyway. Way to go!

This is all assuming it isn't just a blob of stuff adhered to the coin. Otherwise, nice find on a coin from this era.

To me it looks like possibly zinc rot. The area around the anomaly appears to be raised or sunken.
