I saw some shadowing around the mintmark on this 83D penny, and upon closer examination it looked like it might be a RPM. Comments?

Are you referring to the green to the east and south of the mint mark? I think that is also a plating issue.

Like your other posts concerning anomalies like this, it is split plating. The core is zinc and corrodes very quickly and easily. That is what this shows.
