Saw this coin i was looking thru some coins.
what is this called? Being new to coin collecting i have never seen this before.

Might be called a Ridge Ring. Go to the Glossary and look up ridge ring. Scott

A form of die deterioration that some designate a "ridge ring".

:sign10: There is so much it even throws the pros for a loop at times :LOL_Hair: Did you check the initials on the rev... Some 1988s were struck using the rev die form 1989!!!
