Some times they are just not as strong a punch. Every cent minted with that die is the same, so I wouldn't worry about it.

Yes I agree with enamel and also it looks like it's been the victim of die polishing.

The only reason the 22 P matters is there were no plains, on other dates a weak MM has little respect.
On top of that, it is not very weak. It's there but not strong.

Also with use and abrasions the MMs can weaken over time!!!
