Modern cents can be satin or bright almost like a proof. No real value based on either unless it's perfect.

I really can't be sure from your pics but is that a flattened area on the rim that shows mostly on the lower part of the obverse?
If it is, it may be a coin that was in a bezel and it may have been plated which made it shiny.

Same thing I was thinking. Replated since it is not a proof coin.
