Found this 1951 D/D at the coin show too. I'm still trying to figure out which RPM this is.

Looks similar to the RPM#012 but I'm not sure.

Brad,
Mintmark position to the date suggests #9 or #23, any marker's you see on the coin?

No luck figuring this one out. Could be #23, but CONECA has no info about this one.

I have a copy of both #9 and #23... If you can, take pics of any stronger die marker's and i'll try to match mine....

Took mine out and it appears to be #23. Though both RPMs are EAST , #9 secondary MM MM appears to be a tad to the South where #23 seems dead on east . It appears to be an UNC. If you get any die markers pics pass 'em along. THE RPM Book does not have much on #23. #9 has alot of data..

Here are some more pictures. It looks a lot like RPM 23. The coin is somewhat circulated making it difficult to find those die markers.

RPM 23 was delisted. This is a stage of RPM 9.

From the position of the D it does look more like #9 than any of the others in the RPM Book. Except, your coin is in better condition and I see a vertical bar inside the D. This makes me think it could be 1951D 1c RPM#10 D/D East, RPM #10a.
Just another thought about the possibility.

Brad:
I have a #23 and looks the same - but I'm no expert on RPM's - although I'm making progress.
thanks
