PCGS It may be important to note that they were graded in early Jan. 2019.

This is exactly right. Coins that are this old were often kept in paper envelopes, sliding around in them and pressure form other envelopes caused the "album wear" before they had plastic sliders to scuff the high points.
PCSG gave it a MS64RB
