If I'm right this is a broad strike on obverse and reverse. Notice how much the 9 is spread. I also think that States on the reverse may have been struck thru grease, or maybe just a result of the strike: Lou

No broad strike, Lou, just a tired die. You do have a DDO though. Check out cc's 008. I think I see the reverse marker, a crack at the southwest part of the scroll. Nice find!
