That RPM has Stage A/B/C Die markers for both the Obverse and Reverse

This could be W004, but I do not see anything that is raised at the top of the mintmark.. It ,"from the pictures"" looks more like shelf Doubling....

At first I thought it was WRPM-004 Stage b, However after looking it up in the Wexler / Bordner book , the mintmark's position is not correct to be WRPM-004.
I side with Eric's opinion it could be a mechanical strike ...
